The government’s Second Emissions Reduction Plan is high-cost, high-risk, and low ambition, says Massey University Professor, Robert McLachlan.
In his submission to ERP2, McLachlan said the Government is favouring a “least-cost” approach, which he takes to mean, “least cost for a given level of risk and ambition”.
