NEW ZEALAND should have a two-pronged voluntary carbon-offsetting framework to boost climate change, a new report says.
Motu Economic and Public Policy Research says changes as a result of the Paris Agreement mean current approaches to voluntary offsetting and carbon-neutral claims are not fit for purpose, which seeks to avoid the double-counting of mitigation.
