THE GOVERNMENT announced plans this week to overhaul the rules governing air quality and fine particulate matter.

But while this country is taking a regulatory approach to the problem, our environment minister David Parker is visiting India, a country experimenting with using an emissions trading regime to cut particulate matter emissions.
