ANY BREAKTHROUGH in talks over rules governing international carbon trading is likely to come at the last minute, says climate minister James Shaw.
Speaking from Madrid this morning, where he is co-chairing negotiations over the rules governing Article 6 of the Paris Agreement, Shaw said countries were fairly entrenched in their positions.
