Why the rulebook matters for us at Madrid talks

New Zealand’s plan to use carbon credits to meet part of its emissions reduction target means the country has a big stake in international climate negotiations now under way in Madrid.

Provisions relating of Article 6 of the Paris Agreement - international carbon trading – were left out last year when countries failed to agree on the details.
