Why the lag in alternative energy progress?

The government, having won the last election, believes that it now has an overwhelming mandate to offer a range of State-owned enterprises to the market in order for it to capture revenues that will assist economic growth up until at least 2014, Carbon Market Solutions says.
A number of those SOEs are electricity generation companies, whose major shareholder is the government, but, more specifically, the taxpayer.
