NZ facing the KP2 question

At the Durban climate change talks last year, Japan, Canada and Russia announced that they would not sign up to Kyoto Protocol 2.
To date, both New Zealand and Australia are yet to make a decision on whether they will sign up to KP2, and New Zealand has said that it needs full certainty about the rules before it signs.
