Rural poor might be let off the hook

Poor rural areas might soon be exempt from having to deal with the greenhouse gas emissions of their rubbish.
The Emissions Trading Scheme holds communities responsible for emissions from landfills in the same way that industries are responsible for emissions from their activities.
